COUNCIL OF MINISTERS REGULATION TO AMEND
THE ETHIOPIAN MEAT AND DAIRY TECHNOLOGY
INSTITUTE ESTABLISHMENT REGULATION

This Regulation is issued by the Council of Ministers pursuant to Article 5 of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Proclamation No. 471/2005.
1.    Short Title
This Regulation may be cited as the “Ethiopia Meat and Dairy Technology Institute Establishment /Amendment/ Council of Ministers Regulation No. 176./2010”.
2.    Amendment
The Ethiopian Meat and Dairy Technology Institute Establishment Council of Ministers Regulation No. 143/2008 is hereby amended as follows:
1/ Article 5 of the Regulation is repealed and replaced by the following new Article 5:
“5. Objective of the Institute
The Institute shall have the following objectives:
1/ to build the capacity of bodies engaged in the production, supply, processing and marketing of meat and dairy products;
2/ to ensure meat and dairy products to meet quality standards;
3/ to encourage the participation of investors in the sector and expand investment;
4/ to facilitate conditions by which variety of livestock and livestock products that meet international standard can be supplied adequately for local and international markets.:
2/ Article 1 of the Regulation is repealed and replaced by the following new Article 6:
“6. Powers and Duties of the Institute
The Institute shall have the following powers and duties to:
1/ provide training and produce qualified manpower by preparing a training curriculum based on international best practices and upon identifying the training needs of the meat and dairy industry;
2/ build the capacity of investors in terms of technology identification, purchase, installation and application;
3/ build the capacity of meat and dairy processing plants and other undertakings engaged in the sector in terms of sample testing and laboratory handling and usage, and render sample testing services;
4/ set up a database related to livestock resources by conducting a survey on investment opportunities, and timely update the same and provide access to users;
5/ in collaboration with other concerned bodies, to facilitate conditions for providing land and other services to investors in short periods and in cost effective manners, by identifying areas feasible and suitable for investment in meat, dairy and feed production;
6/ provide solutions by studying and identifying bottlenecks for the development and expansion of investment and marketing in the sector;
7/ develop livestock marketing system based on quality and grades;
8/ ensure reliability of livestock supply by linking meat and livestock exporters with producers and market unions and federations;
9/ conduct follow-up on expansion of infrastructures necessary for livestock market and for the availability of facilities such as designated transportation vehicles for livestock and livestock products;
10/ provide information to users and create trade linkage by conducting assessment on the demand of livestock products, the requirement for entering foreign markets and the competitors in the market;
11/ prepare, present for approval of the government and follow-up the implementation of strategies and action plans which facilitate and develop investment in the sector and assist investors to get sustainable supply of livestock, livestock products, other inputs and services;
12/ establish, get approval and implement systems to promote investment options and incentives and livestock products in an integrated manner;
13/ develop and implement an up-to-date export strategy to maintain and boost existing export markets and to enter into new markets;
14/ establish relationships of cooperation with foreign institutions that are in better position with regard to meat and dairy industries and local institutions having similar objectives;
15/ provide technical assistance and advice to the relevant institutions of regional states;
16/ issue certificates to trainees;
17/ collect service fees in accordance with rates to be approved by the government;
18/ own property, enter in to contracts, sue and be sued in its own name;
19/ perform other related activities necessary to attain its objectives.”
3.    Effective Date
This Regulation shall enter into force on the date of publication in the Federal Negarit Gazeta.
