PROCLAMATION No. 191/2000 A PROCLAMATION TO RATIFY THE ETHIO-LIBYA ECONOMIC, SCIENTIFIC, CULTURAL AND TECHNICAL COOPERATION AGREEMENT
WHEREAS, an Agreement, on Economic, Scientific, Cultural and Technical Cooperation between the Government of the Federal Democratic Republic of Ethiopia and the Greaat Socialist People’s Libya Arab Jamahirya, was signed at the city of Sirte of the Great Jamahirya, on the 17th day of MAY, 1999;
WHEREAS, it is stipulated in the Agreement that the Agreement is subject to ratification according to the legal procedures of each country, and enter into force upon the date of the exchange of instruments of ratification;
WHEREAS, the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia has ratified said Agreement at its session held on the 13th day of January, 2000;
NOW, THEREFORE, in accordance with Article 55(1) of the constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
1. Short Title
This Proclamation may be cited as the “Ethio-Libya Economic, Scientific, Cultural and Technical Cooperation Agreement Ratification Proclamation No. 191/2000.”
2. Ratification of the Agreement
The Agreement on Economic, Scientific, Cultural and Technical Cooperation Signed in Sirte on the 17th day of May, 1999, between the Governments of the Federal Democratic Republic of Ethiopia and the Great Socialist people’s Libyan Arab Jamahirya, is ratified.
3. Power of the Minister of Economic Development and Cooperation
The Minister of Economic Development and Cooperation is hereby empowered to implement the Agreement.
4. Effective Date
This Proclamation shall enter into force as of the 28th day of December, 1999.
